Strategies/techniques regarding how to avoid ethical problems will be explored. Practical “real world” examples will be used as well as case studies. Kevin Duggan was appointed ICMAs West Coast Regional Director in May of 2011. Prior to that he worked in California city government since 1971, the last 27 years as a city manager for the cities of Campbell and Mountain View, California. As West Coast Regional Director, he serves as the primary staff link between ICMA and its members on the West Coast as well as affiliated professional associations in California, Oregon, Washington, Alaska and Nevada.

When it comes to ensuring the organizations legal and ethical integrity, there are three main watchwords that boards must take seriously: compliance, transparency and accountability.

“A Question of Integrity” examines growing concerns about ethically questionable and overtly political behavior by some Supreme Court justices, and explores the need the need to apply the same ethical standards that govern every other judge in the federal court system to the nation’s highest court.
